Complete the sidewalk on NE side of Cowen Drive

Carbondale has many sidewalks that are inadequate for current pedestrian traffic. We also have sidewalks that end in the middle of a block, forcing pedestrians to walk in the street. An example is along the north side of Cowen Drive, where the sidewalk abruptly ends after Red Hill Animal Hospital. Pedestrians who want to cross 133 have 3 have three bad options .1) walk in the street Cowen Drive facing oncoming traffic, and make a left turn onto Highway 133 facing cars who are making a left turn onto Cowen and unable to see pedestrians. 2) walk on the grass (not safe for disabled) and then cross a plank that crosses a ditch to get to 133 crosswalk, 3) cross Cowen (no crosswalk) and walk to the traffic light, then cross again to access the crosswalk on 133.
